However,...I'm not a fan of beach replenishment. However, if it's going to be paid for by Federal, State and local taxes it should have some access requirements at a min. As for parking and rest rooms, both are a bit more difficult to just mandate depending on the community. The problem with all these programs is they are one size fits all and that's not the way natural reality or political reality works. The NJDEP way over reached a few yrs. ago when it forced it's way on access, parking and the rest.
